Should vendors pay for their own testing?
The short answer
Someone has to, and vendor-funded testing is normal across many industries. The question is what the payment buys. Paying for analysis is unremarkable; paying for control over whether the result becomes public is where the conflict sits. Mandatory publication separates the two — the vendor funds the measurement but cannot decide what the market sees.

Financial independence is not achievable in practice: laboratories are paid by whoever sends samples. Structural independence is achievable, through rules that bind the laboratory regardless of who paid.
The relevant safeguards are publication that does not depend on the result, a published method, and disclosure of any relationship between the laboratory and the party being tested.
