Can I test an already-reconstituted peptide?
The short answer
Yes, but the result answers a different question. A solution tells you what is in that solution now, after however long it has been reconstituted and however it was stored. It cannot tell you what the vial contained when sealed, because degradation in solution is time and temperature dependent. Say so when ordering so the report is interpreted correctly.

The most useful case for testing a solution is exactly the degradation question: how material is holding up under real storage conditions over a defined period.
For assessing what a vendor delivered, an unopened vial is the right sample. Anything else mixes the vendor's contribution with your own handling.
Either way, the certificate should state the sample's condition on arrival, because that is part of what the numbers mean.
